What it means
The unit size changes, so the number must change with it, but the actual amount stays the same. To check two measures, convert them to one common unit and compare the results.

Example
A ribbon is 2.35 m long. Since 1 m equals 100 cm, 2.35 × 100 = 235. Therefore 2.35 m and 235 cm are equivalent measures of the same length.

The expressions 2.35 m and 2.35 cm are not equivalent, because changing only the unit changes the length named.
